NATPA President Conference Address 2018

親愛的 NATPA 會員:
希望大家都有一個美好的夏天,我們一年一度的會員大會也將在八月四、五兩日於華府之鄰Arlington舉行。大會在Baltimore/DC 分會長陳慧玲博士的帶領下,動員了Baltimore/DC 熱心的會員全力投入,替我們安排了食住旅館、會場、娛樂節目、會後旅遊,等等。辦過年會的前輩一定知道籌備年會的辛苦,我們也希望不辱使命,把這次難得在DC的年會辦得有聲有色。
今年我們的確刻意選擇華府地區做為大會舉辦的地點,以突顯《台灣旅行法》的意義,加上對台灣極為友善的波頓(John Bolton)被任命為美國國家安全顧問,去年我們有幸邀請到波頓到NATPA大會演講,親自感受北美的台灣學人對台灣的主張與關心,相信一定印象深刻,必對他日後的對台政策有所影響。我們固然因此一方面認為台美關係進一步正常化已水到渠成,但另一方面,川普政府在貿易上以及在東北亞與南海水域和中國的角力,局勢複雜,台灣的前途仍充滿不確定性。
八月四號星期六是大會的第一天,我們將以會員大會拉開序幕,之後我們請來多位台美的學者專家來與談台美與國際關係。有喬治華盛頓大學的 Robert Sutter 教授,他將分析川普政府對台灣的支持態度;又如對軍事有深入研究的資深智庫研究員Richard Fisher,他將分析中國對世界的威脅。來自國內的則有目前任職商業發展研究院董事長的前台南市市長許添財,將討論台灣產業的困境與轉型。以南嘉生為筆名的知名政論家林修正教授,將以經濟的角度探討台灣人自我認同的追求。英國倫敦政經學院台灣研究計畫室主任施芳瓏博士,將探討太陽花運動如何連接台灣的民主與國際關係。來自日本京都大學的張智程教授,將談論台灣在美日關係中扮演的角色。政治學者葉耀元教授,將討論一旦中國犯台,台灣民意準備一戰的態度所代表的意義。長期活耀於華府地區的王能祥長老也將分享「台灣關係法」 的精神及貢獻。用餐後我們將觀賞揭露中國孔子學院輸出學術控管的記錄片《假孔子之名》,導演秋旻女士將親臨會場,分享拍片的動機與經過。
大會的第二天,我們將頒發第四屆廖述宗教授紀念獎,這是對長期奉獻台灣的台灣人在海外最重要的獎項。今年經過委員會仔細的篩選討論,由高俊明牧師與林昶佐立委分別獲得「長期貢獻奬」與「青年貢獻奨」。高俊明牧師的年事已高,不克前來領獎,但大會仍將舉辦隆重的頒獎儀式,並請代理人發表得獎者的感言。林昶佐立委則在百忙之中,特地安排前來領獎,以表達對廖述宗紀念獎的重視與敬意。我們也將同時公布今年廖述宗研究獎的得主。
頒獎典禮之後,我們將進入大會的重頭戲之一,年輕學者計畫(Young Scholar Program),今年我們選出19位優秀年輕學者,邀請他們來報告他們的所學與研究,全部環繞在台灣的當今議題,從政治、科技、醫療、藝術,到歷史文化,應有盡有,保證精彩。過去礙於時間限制,參加大會的會員與來賓對這些年輕學者的精彩報告往往感到意猶未盡,今年我們刻意加長 YSP 的時段,讓他們有更多的時間暢談。
會後,我們將安排前往雙橡園參訪用餐,但名額有限,以登記順序為準,六十名額滿為止。過去雙橡園與代表處一直是國府踐踏台灣的象徵,台美人一向消極拒絕接觸。然而時代變動,台灣已民主化,加上台派政黨二度執政,或有理想與現實上的差距,共同為台灣的前途盡力,才能有效最大化反中國併吞的本錢。我們在討論之後決定參法,讓此行饒富意義,是一個新時代的開始。
以上只是簡單列出正式的節目,同樣重要的是我們私下面對面的相處時間,我們也希望能隨時組成討論小組,徹夜暢談台灣種種問題,如年改問題,台大校長問題,能源問題,正名問題,轉型正義問題,等等。NATPA 大會的宗旨之一是提供一個平台,讓會員與來賓互動,理性討論,認清台灣的危機與希望。許許多多台灣的問題,在此一言難盡,見面時定當報告所知所思,互相切搓。為台灣謀,NATPA 責無旁貸。
會後在DC兩天的旅遊也十分吸引人,即使過去已遊過DC,多年來的變化應該不少,由於不換旅館,第二天參訪多組進行,可依興趣加入不同的小組,十分有彈性,也方便回家的班機安排。
最後,容我大聲呼籲尚未登記參加的會員不但要踴躍參加,還要呼朋引眾,熱誠歡迎非會員來共襄盛舉,讓NATPA的年會能年年保持一個異於同鄉會,成為台美學人關心台灣的思想響宴。這將是一個難忘的年會。最後,祝個位有個美好的夏天,我們DC見。

Robert Sutter

Professor,

Title:
“Trump Administration support for Taiwan despite China’s objections: context, status and outlook”
Robert Sutter is Professor of Practice of International Affairs at the Elliott School of George Washington University. His earlier fulltime position was Visiting Professor of Asian Studies at Georgetown University (2001-2011). A Ph.D. graduate in History and East Asian Languages from Harvard University, Sutter has published 21 books, over 300 articles and several hundred government reports dealing with contemporary East Asian and Pacific countries and their relations with the United States. His most recent book is U.S.-China Relations: Perilous Past, Uncertain Present (third edition: Rowman & Littlefield 2018). Sutter’s government career (1968-2001) saw service as the director of the Foreign Affairs and National Defense Division of the Congressional Research Service, the National Intelligence Officer for East Asia and the Pacific at the US Government’s National Intelligence Council, and the China division director at the Department of State’s Bureau of Intelligence and Research.

Mr. Richard D. Fisher, Jr. is a Senior Fellow with the International Assessment and Strategy Center. He has previously worked with the Center for Security Policy, Jamestown Foundation China Brief, U.S. House of Representatives Republican Policy Committee, and The Heritage Foundation. He is the author of China’s Military Modernization, Building for Regional and Global Reach (Praeger, 2008, Stanford University Press, 2010, Taiwan Ministry of National Defense translation 2012) His articles have been published in the Jane’s Intelligence Review, Jane’s Defence Weekly, Aviation Week and Space Technology, Armed Forces Journal, Far Eastern Economic Review, Asian Wall Street Journal and the The Washington Times. He received a B.A. (Honors) in 1981 from Eisenhower College.

“How has the 2014 Sunflower Movement consolidated Taiwan’s democracy and international relations?”
- Analysis of the discourses expressed by the post-1980-born youths
Dr Fang-Long Shih has since 2009 worked as Co-Director of Taiwan Research Programme at London School of Economics and Political Science, UK. She launched the seminar series Taiwan in Comparative Perspective in 2006, and has been acting as chair. Dr Shih also serves on the Board of Advisors, Global Taiwan Institute, Washington DC (2016–), the Board of Directors of the American Association for Chinese Studies (2016–), and previously on the Committees of the North American Taiwan Studies Association (2013–2015), and of the European Association for Taiwan Studies (2006–2007). Dr Shih is promoting a ‘Taiwan in Comparative Perspective’ approach in many European universities, using Taiwan as a point of comparison to build dialogues with the places and countries confronting similar social-scientific issues.

Title:
“The Role of Taiwan under US-Japan Relations and Its Potentials at the Future Perspective of US-Japan Alliance’s Indo-Pacific Strategy”
Dr. Chih-Cheng Chang is a Visiting Scholar at the Fairbank Center for Chinese Studies of Harvard University. He earned Ph.D. degree from Graduate School of Law at Kyoto University in 2016, and worked as assistant professor in the same institution from 2016~2018. He has been invited to be a policy columnist in Thinking Taiwan Foundation, a think tank led by President Ying-Wen Tsai, since 2012. He is also a policy columnist in Hong Kong Economic Journal, publishing commentaries on Japan-Taiwan relations in major Chinese media outlets and journals. As one of the Taiwanese academics of sunflower movement generation based in Japan, he organizes study groups in both Kyoto and Tokyo focusing on Taiwan studies, where hosted dozens of panels and invited many Taiwanese and Japanese writers, scholars, and politicians to share knowledge and experiences. He also has been invited as a speaker in The National Diet of Japan, headquarter of Liberal Democratic Party of Japan, and several policy think tanks in Japan.

“Understanding Taiwanese Public Support for War Against Chinese Invasion”
Dr. Yao-Yuan Yeh is Assistant Professor of International Studies and Assistant Coordinator of Taiwan & East Asia Studies Program in the Center for International Studies at the University of St. Thomas. Dr. Yeh received his Ph.D. in Political Science from Texas A&M University and a B.A. in Political Science from National Taiwan University. His research centers public opinion, political attitudes and behavior in East Asia and Taiwan, including topics like public support for war, voting behavior, and regime support. Dr. Yeh is also interested in the field of political violence (protest, social movement, and terrorism). He publishes numerous pieces on peer-reviewed journals and is currently co-editing a book on Taiwan with Dr. Hans Stockton entitled Consolidating a Mini-Dragon: Seventy Years of the Republic of China on Taiwan. In addition, he is a regular contributor (專欄作家) on multiple Mandarin online/offline platforms, such as 《新新聞》, 《 六都論壇》, and 《雅虎論壇》. As a professor, he is enthusiastic to deliver the knowledge and awareness of Taiwan to his students and community.

“Spirit and Contributions of The Taiwan Relations Act: An Eyewitness Account”
見證「台灣關係法」 的精神及貢獻
Mr. Neng-Hsiang Wang was born Taiwanese (1933) and received education both in Taiwan (National Taiwan University, BA in Political Science, 1959) and in USA (Kansas State University, MA in Political Science, 1967; and The University of Texas at Austin, Master in Professional Accounting, 1972). He is a CPA by profession, running an Accounting firm of his own in Washington, DC since 1984. Established residence in Washington, DC (September 1972) to seek security, freedom, and human rights for his people and his motherland, he luckily witnessed the birth of TRA. Although an accounting pro, he is preferred to spending time for the cause of Taiwan – care for his people. Through involvement in several stages in Congressional efforts stepping into TRA, he is convinced that TRA is uniquely a product of American idealism much more than a product of US national interest.

“In the Name of Confucius”
Doris Liu is an award-winning documentary filmmaker and journalist based in Toronto, Canada. An immigrant from Mainland China, her passion is to tell compelling China stories that are rarely seen, yet essential for the world to understand its relationship with China. Doris directed, wrote and produced her first film, IN THE NAME OF CONFUCIUS, which is the first documentary exposé of the Chinese government’s multi-billion dollar Confucius Institute program and the growing global controversies surrounding it. The film has won a number of international awards and nominees, and seen successful screenings in 9 countries, including America, Canada, Taiwan, United Kingdom, Poland and Australia. Because of her insightful work on the topic of Confucius Institute, Doris was invited to speak at the 2014 International Conference on Corporate Espionage and Industrial Security held in Ottawa, Canada. A former journalist, Doris won an award of the Best Multicultural TV Story for her excellent coverage on a highly concerned hate crime against Asian anglers.

《假孔子之名》是加拿大導演秋旻(Doris Liu)歷時三年完成的調查類紀錄片。該片探討了中國政府斥資數十億美元打造的漢語教學機構“孔子學院”在國際上備受爭議,並被抵制的現象。《假孔子之名》獲得多個國際電影獎項和提名,包括美國“金勳章國際電影競賽人道主義特別獎”,至今已在美、加、德、西班牙、波瀾、南非、台灣等七個國家和地區的十多個城市放映,反響熱烈,在台灣更是受到觀眾和媒體熱議。

第4屆NATPA 廖述宗教授紀念獎
2017年11月初,北美洲台灣人教授協會(NATPA)公布了第4屆「廖述宗教授紀念獎」公告。隨後,紀念奬委員會持續收到許多海內外優秀台灣人的推薦名單及推薦信函。根據「NATPA 廖述宗教授紀念獎」的宗旨與資格,此獎項的主要精神在於肯定「長期耕耘,並對台灣有卓越貢獻」,或「有潛力為台灣做出重大貢獻」的海內外台灣人。本委員會經過一個月的評審與討論,在難免的滄海遺珠之憾中,於眾多優秀人才中選出了兩位得獎者名單,NATPA 理事會也已贊成結果。在此本人謹代表委員會,公佈第4屆「NATPA廖述宗教授紀念獎」兩位得獎者名單。
高俊明牧師「長期貢獻奬」:肯定他長期耕耘並對台灣有卓越貢獻。他一生追求社會公義,捍衛民主人權,在擔任台灣長老教會總幹事任內,於1977年發表「人權宣言」主張建立台灣為「新而獨立的國家」,對於台灣人追求獨立自主,影響深遠,至今仍是台灣永續發展的方向。
林昶佐立委「青年貢獻奨」:肯定他有濳力為臺灣做出重大貢獻。他從學生時期就積極參與政治與社會活動,是重金屬搖滾明星,「2014年太陽花學運」的領袖之一,創組新政黨「時代力量」,在立委期間推動轉型正義,國際人權,台灣獨立等公共議題,並繼續參與相關的社會運動。
北美洲台灣人教授協會將於今年(2018)8月初年會時,正式頒獎第4屆「廖述宗教授紀念獎」,期待兩位得獎者能來參加頒獎典禮並發表演講。

第4屆NATPA 廖述宗教授研究獎金
張儀君博士 (Dr. I-Chun Catherine Chang) 於2015年自明尼蘇達州立大學明尼亞波利斯分校取得博士學位。她從2015年起在明尼蘇達州聖保羅麥卡萊斯特學院 (Macalester College) 擔任地理系助理教授。她的研究題目是《錢怎麼來?台灣智慧生態都市發展策略的資金結構與金融化》。
施芳瓏博士(Dr. Fang-Long Shih)於2005年自英國倫敦政治經濟學院(London School of Economics and Political Science; LSE)獲得博士學位。2006年她於倫敦大學的亞非學院擔任主席開辦一系列的「倫敦台灣學術講座」。她並在2009年起,擔倫敦政經學院台灣研究計畫室主任。施博士還曾在LSE亞洲研究中心擔任研究員(2003-2015),並任教「比較觀點看臺灣」的課程(2009-2012年)。她的研究題目是《台灣白色恐怖的追求政治:在解嚴後的第三個十年,鹿窟事件該如何被放置在適當的地方去追憶?》。

George Washington's Mount Vernon
Mount Vernon was the plantation house of George Washington, the first President of the United States, and his wife, Martha Dandridge Custis Washington.
Allowing the public to see the estate is not an innovation, but part of a 200-year-old tradition started by George Washington himself. In 1794 he wrote: "I have no objection to any sober or orderly person's gratifying their curiosity in viewing the buildings, Gardens, & ca. about Mount Vernon.
